That is a Land Rover Ford Control 101, judging by the rear ladder (should also have barn doors on the left hand side of the vehicle), it’s one of 150 Radio Bodies. Powered by a slightly tweaked but not much, Range Rover 3.5 V8.
The LR FC 101 was also used as the base vehicle for the taxis in Judge Dredd.
